The White House is negotiating a multinational deal with Iran that would lift sanctions by the United States on Iran in exchange for Iran delaying development of its nuclear capabilities. Freshman Republican Sen. Tom Cotton (Ark.) and other Congressional Republicans sent a letter to Iran’s leaders warning them that any nuclear deal negotiated may be revoked in two years when President Obama is no longer in office. In other words, any negotiated deal is with Obama, not the United States because only Congress has the ability to legally negotiate international deals. The White House is furious that Congress would write a letter that undermines President Obama's ability to negotiate a peaceful deal with Iran.
